Short answer

When a rock chips or cracks a rental car’s windshield, the renter usually owes the repair under the rental agreement, even if nobody was at fault. A damage waiver bought from the rental company moves that cost to the company. Without a waiver, your own comprehensive coverage or a credit card benefit may pay, after deductibles and exclusions.

What happens when a rock hits a rental car windshield

Under most US rental agreements, a chip or crack from a rock becomes the renter’s cost, even when another vehicle threw the stone. Dollar says renters accept responsibility for damage during the rental “even if the damage is not your fault.” Hertz says a chipped windshield can land a renter with a bill in most states. At Dollar, glass gets stricter treatment than paint. Dollar ignores a body scratch that a credit card can cover, but it bills any crack or chip in the glass. The table shows how four rental brands describe glass damage in their own terms.

DollarYes: any crack or chip in the windshield, windows or sunroofYou are not responsible unless you break the rental agreementRepair estimate, plus administrative costs, loss of use and lost value, subject to applicable law
EnterpriseYes: a chipped windshield counts as minor damageThe Damage Waiver covers it“You may have to pay out of pocket”
AvisYes: glass is listed among items Avis may charge at return, where the law permitsAvis takes responsibility for loss or damage, with listed exceptionsAll loss or damage, loss of use up to 30 days, an administrative fee and diminished value where permitted

Dollar says about 97% of its rentals end with no damage at all. To describe the damage correctly when you call, see the difference between a windshield crack and chip.

Who pays: the waiver, your policy, your card or you

Four layers can pay for rock damage to a rental windshield, and they apply in a set order. The rental company’s damage waiver comes first, if you bought it at the counter. Your own auto policy comes next. A credit card benefit pays after your policy, and you pay whatever is left.

A waiver protects you only while you follow the contract. Avis voids its waiver if you fail to report damage promptly. California lets a waiver exclude damage that results directly from the conditions of an unpaved road. New York lets a company void its protection for off-road driving. A chip picked up on a gravel road may fall under these exclusions.

What to do the moment a rock hits the windshield

Report the damage quickly and keep proof, because both the rental contract and card benefits set deadlines. Avis treats a failure to report damage promptly as a breach that voids its waiver. Enterprise’s accident sheet asks renters to call the police and the branch within 24 hours of an accident. Visa’s claim form must be postmarked within 90 days of the damage, even if other papers are still missing.

What to do when a rock chips or cracks a rental car windshield

  1. Get somewhere safe

Pull over if the crack blocks your view. Use the roadside number in the rental agreement if the car is unsafe to drive.

  2. Photograph the damage

Take a close-up with a coin beside the chip and a wide shot that shows the license plate. Note the date, time, road and mile marker.

  3. Record who threw the rock

If a truck or another car threw it, write down its plate and company name. Dollar asks for third-party details and a police report number when another party caused the damage.

  4. Report it to the rental company

Call the branch or the number in the agreement and ask for an incident or claim number. Avis requires you to report damage when it occurs or when you learn of it.

  5. Do not repair it yourself

Avis bars repairs without its express written consent. Dollar tells renters not to consent to any repairs on its cars.

  6. Call your insurer and your card’s benefit line

Visa asks for a report within 45 days and American Express asks for notice within 30 days. Ask your insurer whether comprehensive covers the rental and which deductible applies.

  7. Keep every document

Keep both rental agreements, your photos, the estimate, the itemized bill and any demand letter. Visa lists these documents for a card claim.

Your auto policy and credit card: what they pay

Your own comprehensive coverage usually pays for rental glass damage, minus your deductible. Progressive says your policy covers most rental cars “with the same coverage limits and deductibles.” GEICO says comprehensive covers glass breakage that does not come from a collision. GEICO also warns that your policy may not pay the rental company’s loss-of-use fee. For glass claims on your own car, see does insurance cover windshield replacement.

CoverageWhat it pays for glass damageLoss of use and feesMain conditions

Card benefits differ by card and by issue date, so read the guide to benefits for your exact card. Visa’s terms make the benefit primary when you rent outside your country of residence. Visa also excludes cargo vans, trucks and expensive cars such as Tesla models. Progressive Insurance’s official channel explains how a personal policy applies to rental cars in this short video.

State laws that limit what a renter pays

California, New York, Illinois and Minnesota limit by statute what a rental company can collect for damage, and each law works differently. The chart compares the four.

No card charge without your permission given after the damage. Waiver price capped at $25 a day for the five smallest car classes, adjusted for inflation each January.
New YorkGeneral Business Law 396-zNo loss-of-use or related administrative fees. Waiver capped at $9, $12 or $15 a day for cars with an MSRP up to $50,000. Right to inspect within 72 hours. No damage charge to your card during the rental or while a dispute is pending.
Illinois625 ILCS 5/6-305.2 and 625 ILCS 27Claim limited to the actual repair cost. No damage payment until liability is agreed or decided under law. Waiver sold only with written consent.
MinnesotaStatutes 65B.49, subd. 5aMinnesota auto policies must cover rental damage and loss of use, regardless of fault. Loss of use limited to 14 days.

California’s Civil Code 1939.03 lists what a renter can agree to pay: collision damage, theft and vandalism under set conditions, towing and storage, and an administrative charge. Loss of use is not on that list, and the statute does not name glass or road debris. California, New York and Illinois also let you require the company to send its claim to your confirmed insurer. Avis lists 11 states where it says a personal policy must cover rental damage. Read your rental agreement and ask your insurer or a consumer attorney how your state’s law applies to your bill.

At return: the inspection and the damage bill

The return inspection sets the damage bill. Dollar sends a post-rental inspection report with the costs, and it scans cars with a digital inspection system at select airports. Enterprise says its Damage Recovery Unit calls the renter, and the process can take a few months. New York requires any damage claim to rest on a physical survey at return, or within 10 days of an after-hours return.

The bill can include more than the glass. Dollar may add administrative costs, loss of use and the loss in the car’s value, subject to applicable law. Dollar may also ask you to pay part of the estimate before the repair and refund any difference.

Ask for the repair estimate, the itemized invoice and the photos before you pay. New York requires the company to hand over the estimate and photographs on request. Send the same papers to your insurer or card benefit administrator. Our guide on how to file a windshield insurance claim covers the insurer side.

Deciding on the damage waiver at the counter

The waiver decision rests on three numbers you can check before the trip: the daily waiver price, your comprehensive deductible and the fees your policy will not pay. California requires rental companies to tell you orally that the waiver may duplicate your own auto insurance. Minnesota rental contracts must carry a notice that buying a collision damage waiver is not necessary, because state law makes personal auto policies cover rental damage. Hertz sells a partial waiver at select locations that pays a personal-policy deductible up to $1,000.

Ask your insurer about these points before you rent:

  • Whether comprehensive coverage extends to a rental car.
  • Which deductible applies to glass, and whether it is waived for a repair on a rental.
  • Whether the policy pays loss of use, administrative fees and diminished value.

Frequently asked questions

Who is responsible for a cracked windshield on a rental car?

The renter usually is, under the rental agreement, even when the crack was not the renter’s fault. Dollar and Hertz both say so in their own terms. A damage waiver bought at the counter shifts that cost to the rental company.

Can I get the chip repaired before I return the rental car?

Only with the company’s permission. Avis’s terms bar any repair without its express written consent, and Dollar tells renters not to consent to repairs on its cars. Call the company first and get any approval in writing.

How much will the rental company charge for a windshield chip?

The charge follows the company’s repair estimate plus any fees its contract and your state allow. In California, no administrative charge applies when parts and labor total $100 or less. For typical repair prices, see how much to fix a chipped windshield.

Who pays if a truck threw the rock?

You still owe the rental company under most agreements. Dollar asks for the other driver’s details and a police report number, and says money it recovers from that party may reduce your bill. California, New York and Illinois bar a company from charging you for amounts it recovers from another party.

What if the chip was already there when I picked up the car?

Show it to an agent before you leave and have it noted on the rental record. Dollar advises photos at pickup and at return, and Visa tells cardholders to check the car for prior damage before leaving the lot.
